WRC Service Policy

The Women's Resource Centre (WRC) provides confidential services to women aged 18 and over in Bermuda, including:

  • Short-term counselling and therapeutic support

  • Peer-led support groups

  • Restorative Mediation

  • Legal advocacy and individual case management

  • Community education and professional training

  • Referrals to partner agencies

Services are offered by appointment. Support groups are scheduled monthly. Individuals under the influence of drugs or alcohol at the time of appointment will be rescheduled and may be referred to a substance misuse specialist.

1. Client Rights

All clients receiving services at WRC have the right to:

  • Be treated with dignity and respect, free from discrimination of any kind

  • Receive safe, confidential, and competent care

  • Participate in the development and review of their care or support plan

  • Refuse or discontinue services (except when mandated by court or referring agencies)

  • Bring a support person to appointments if desired

  • Provide feedback and lodge complaints without fear of retaliation

  • Request and review personal information held in their case file

  • Be informed of the right to seek legal representation

2. Client Responsibilities

All clients receiving services at WRC are expected to:

  • Treat WRC staff, volunteers, and other clients with courtesy and respect

  • Refrain from harassment, threats, violence, or the use of alcohol or illicit substances while on the premises

  • Keep scheduled appointments or provide notice of cancellation

  • Inform WRC of changes to contact information or circumstances relevant to their care

  • Supervise children at all times while on WRC property

  • Comply with legal obligations including mandated reporting of child abuse or neglect

3. Confidentiality & Information Sharing

WRC protects your personal information in accordance with the Personal Information Protection Act (PIPA) 2016. Your information will not be shared without your written consent, except in the following circumstances:

  • If you are a danger to yourself or others

  • If there is suspected abuse or neglect of a child, senior, or vulnerable person

  • If disclosure is required by law or court order

Clients must complete and sign the WRC Release of Information Form prior to the sharing of any personal information with external agencies.

4. Informed Consent

WRC is committed to informed, voluntary participation. Clients have the right to:

  • Receive clear explanations of services offered, including risks and benefits

  • Choose to accept or decline any service offered

  • Revoke consent at any time, except where services are court-mandated

  • Request clarification about their rights or any part of this agreement

If services are court-ordered or referred by an external agency, refusal to participate will be documented and communicated to the referring agency.

5. Client Safety and Well-Being

WRC promotes a safe, trauma-informed environment. Staff continuously monitor for physical, emotional, or psychological safety risks and will respond promptly to concerns. This may include:

  • Safety planning

  • Referral to specialist support

  • Temporary suspension of services for reassessment

  • Emergency intervention, if required

All services are offered in a manner that promotes emotional security, autonomy, and respect.

6. Harassment and Violence Policy

WRC enforces a zero-tolerance policy for any harassment, abuse, or violence directed at staff, clients, or visitors. Any such behaviour may result in:

  • Immediate suspension of services

  • Removal from the premises

  • Notification of law enforcement, if necessary

Clients who experience or witness inappropriate behaviour are encouraged to report it to a staff member or the Executive Director.

7. Promoting Positive Behaviour

WRC is committed to fostering a supportive and healing-centred space. Staff are trained in trauma-informed, strengths-based, and restorative practices. Clients are encouraged to:

  • Express themselves honestly and respectfully

  • Contribute to a safe, empowering environment for all

  • Work collaboratively toward personal goals and wellness

8. Grievances and Feedback

WRC values your voice. If you have concerns about any aspect of your care:

  • You may speak directly with your counsellor, advocate, or programme facilitator

  • You may request a copy of the Client Grievance Procedure

  • You will receive a written response and follow-up, where appropriate

9. Acknowledgement and Consent

By signing below, I acknowledge that:

  • I have received, read, and understood the WRC Client Service Agreement

  • I have had the opportunity to ask questions and receive clarification

  • I consent to engage in services as outlined and agree to abide by the responsibilities and expectations described

  • I understand that I may withdraw my consent at any time, except when services are court-ordered or safety concerns apply

Please note: All WRC clients are required to review and sign this form before services can begin.
